Radnor Township commissioners will vote Monday, Oct. 12, at 6:30 p.m. in the Radnorshire Room to accept "A Vision for Wayne," a 144-page master plan charting the future of downtown Wayne through 2036.
The meeting agenda also carries the introduction of a $10 million general obligation bond ordinance for stormwater improvements and a $750,000 state grant application for the Radnor Trail Extension.
The master plan, released Oct. 4, lays out goals for pedestrian safety, new public spaces, parking changes and retail revitalization while preserving Wayne's historic village character, Main Line Media News reported. One signature proposal would convert a 7,500-square-foot, 24-space municipal parking lot on North Wayne Avenue into an open-air plaza with shaded seating and flexible event space.
That plaza project already has a name. Radnor Township announced on X on Oct. 7 that "Wayne Commons" will break ground in spring 2027 with a Phase 1 budget of $155,000.
The plan rules out a downtown parking garage, calling it "highly infeasible" because of land-control limits and construction costs estimated at $6 million to $18.5 million. The township instead favors active demand management. A separate consent-agenda item would hire Carroll Engineers to perform a North Wayne Avenue and parking lot circulation study for up to $9,500.
The full plan and an executive summary are posted on the township's project website. The meeting will include time for public comment.
$10 million stormwater bond
Under Ordinance 2026-23, commissioners will introduce a bond issue of up to $10 million for stormwater capital improvement projects. Because this is an introduction, a second reading and final adoption vote will follow at a future meeting.
The township laid groundwork for the bonds in April, when commissioners approved contracts with financial advisor PFM, bond counsel and underwriter Stifel, Nicolaus & Company, according to the April 13 meeting agenda. The specific projects the bonds would fund have not been publicly detailed.
Trail extension and other items
Resolution 2026-115 would authorize a grant application to the Commonwealth Financing Authority's (CFA) Local Share Account program for up to $750,000 toward the Radnor Trail Extension. A congressional funding request filed in March 2026 describes the project as a 12-foot-wide, ADA-compliant multi-use trail connecting the existing Radnor Township Multipurpose Trail at South Radnor Chester Road to the I-476 right-of-way.
The CFA grant program is open through Nov. 30 and accepts requests of $25,000 to $1 million.
Commissioners will also introduce Ordinance 2026-22, a three-year lease for the Philadelphia Area Independent School Business Officers Association (PAISBOA) covering about 1,500 square feet in the Radnor Township Municipal Building. PAISBOA is already headquartered at the same address, 301 Iven Ave. in Wayne.
Other agenda items include an $843,897 purchase of Stryker EMS equipment for township ambulances, financed over seven years at zero percent interest, and the appointment of Colleen Decesare as an alternate to the Radnor Township Rental Housing Board.
The full agenda is posted on the township's Granicus page.
