Radnor's Shade Tree Commission will consider a retroactive tree removal ordinance when it meets Wednesday, Sept. 30, at 6:30 p.m.

The commission, chaired by James Gibbons, will also present its 2026 budget request to the Board of Commissioners and review seven new grading permit applications at the meeting in the Radnorshire Room of the Township Building, 301 Iven Ave. in Wayne.

The retroactive provision, listed on the agenda as a "Look-Back" ordinance, would address tree removals that occurred before a permit was obtained. The agenda does not describe the provision's specific mechanism or what prompted it.

Under current township rules, no more than five trees under 30 inches in diameter can be removed in a calendar year without a clearing permit and an appearance before the commission. Any tree 30 inches or larger, classified as a Heritage Tree, requires a clearing permit regardless.

Dollar figures for the budget request were not included in the published agenda.

Seven grading permits are up for review, covering new construction, pools and additions at addresses across the township. The largest earth-moving project is at 645 Radnor Valley Drive, where a driveway and addition would require removing 493 cubic yards of dirt.

A new single-family home at 11 Lockwood Lane calls for removing five trees. A new driveway and garage at 326 S. Wayne Ave. would take one tree.

The commission will also hear updates on the Willows and Filipone riparian buffer projects. The Board of Commissioners approved those projects in August, clearing the way for crews to remove invasive vegetation along Abrahams Run and Little Darby Creek, then replant 100 native trees and 130 native shrubs.

Gibbons described the scope at the board's Aug. 24 meeting, as first reported by Main Line Media News.

"We're planning for maintenance to promote growth of native plants over a five-year period," Gibbons said in August.

Other agenda items include a memorial tree planting for Sara Pilling, a partnership offer from the Environmental Advisory Council (EAC) and an update on the Blue Route Gateway planting project.

The agenda also lists the Wayne Master Plan. The plan is open for public comment at avisionforwayne.com through Oct. 5, with a Board of Commissioners public hearing set for Oct. 12.

Radnor Conservancy's TREEtoberFest, a fundraiser and tree giveaway, is scheduled for Sunday, Oct. 25, from 1 to 4 p.m. at Willows Mansion, 490 Darby Paoli Road in Villanova.

The meeting will air on Radnor Cable Channel 5 and Verizon FiOS Channel 30 and will be available on the Radnor Township YouTube channel.
