Nick Manganaro is the Republican candidate for Pennsylvania’s 5th Congressional District in the Nov. 3, 2026, general election. The Philadelphia City Commissioners’ ballot list identifies Manganaro and Democratic incumbent Mary Gay Scanlon as the candidates.

Experience

On his campaign biography, Manganaro says he grew up in southeastern Pennsylvania, studied mathematics at Reed College and finance at MIT, and worked in banking and investments as a bond trader, portfolio manager and risk manager.

On the issues

His campaign platform calls for a bipartisan path toward a balanced budget, oversight of federal payments, cost-benefit reviews before legislation and spending audits afterward. He opposes expanding entitlement programs in ways that increase structural deficits.

On immigration, he supports ICE enforcement, cooperation with federal authorities and the Deporting Fraudsters Act. He also favors impeaching judges whose release decisions involve repeat offenders who subsequently commit murder; this is his proposed response, not an allegation about a named judge.

On education, he supports letting parents use per-student funding for private school or homeschooling, potentially with income-based limits. He also calls for attention to boys’ educational needs.

He favors an all-of-the-above energy mix, including domestic hydrocarbons and new nuclear generation, alongside monitoring of drilling, fracking and transport. He supports maintaining agricultural-runoff controls and protection of flood zones and stream buffers.

On abortion, he says he respects the Supreme Court’s Dobbs ruling. On healthcare, he favors giving patients more control over spending through market competition.

His foreign-policy statement questions the necessity of military engagement in Iran while supporting funding for ongoing operations and seeking a negotiated end to hostilities.
